The encyclopedia is dedicated to the Russian Empire in the First World War, to people who directly control the vast country during the First World War – in the so -called “Imperial” period, i.e. From August 1914, to the abdication of the sovereign of Emperor Nicholas II in February 1917, the first part included biographies of most senior dignitaries, senior officials and administrators who personified power in the Russian Empire, as well as leading employees of the military and naval departments – those whose activities were not directly related to the army.
The second part of the encyclopedia is completely devoted to the Russian army and its leaders.
