This book is the 2nd edition of the original educational and practical manual to assess obsolescence and the most efficient use (NEI) of real estate. The issues of the relationship of obsolescence and the principle of NEI are considered. Particular attention is paid to the scheme for the interaction of the NEI analysis with evaluative approaches through the eliminated obsolescence and the connection of the latter with the cost of restructuring improvements. Algorithms for assessing functional and economic obsolescence are given, as well as 150 examples of evaluating obsolescence of structural elements, engineering equipment and buildings (structures) in general. Recommendations are given to determine the volumetric-planning parameters of alternative options for developing free land, as well as the cost of restructuring existing improvements. Examples of a comprehensive assessment of the value of real estate are given by all approaches. In connection with the changes in pricing and estimated regulation in this publication, most examples in chapters 2.3 and 4 are re -read.
