Who prepared the collapse of the USSR: Alexander Shevyakin

In the collapse of the USSR, it is now customary to blame the last Soviet leader – M.S. Gorbacheva. Exclusively one of him. However, if you completely remove emotions and consider only facts, you can draw completely unexpected conclusions:
– All Soviet constitutions, from the very first to the very last, allowed the Union republics to freely leave the USSR, thereby legalized the possibility of the collapse of the USSR and made the collapse of the country inevitable;
– The conditions for the future collapse of the USSR was created by I.V. Stalin (Dzhugashvili) – it was he who first granted the republics the right to free exit from the Union;
– The first practical steps aimed at the collapse of the USSR took immediately after the death of Stalin L.P. Beria;
