Spring 1921. Pavel Koltsov returns to Moscow after bloody events in the Crimea, when the Bolsheviks destroyed many former Wrangel officers there. Koltsov is determined to continue the struggle with both external and internal enemies, but the chairman of the Cheka Dzerzhinsky unexpectedly entrusts him with a completely new business: to head the propaganda department among emigrants in order to return them to his homeland. An experienced scout is taking up the task, seeing in it only a pause in his main work.
